I think the OP is confusing Spanish Flea with other similar tunes that were used as themes at the time.
Test Cards were confined to copyright free music or tracks where the composer was someone who regularly wrote that sort of thing.
Herb Alpert would not have been affordable as test card music , although similar sounding tracks would have been very possible.
IIRC Bean Bag was only used on the UK editions of Its A Knockout.
Was the theme from US show the dating game, used in a lot of shows and films and adverts again mostly american over the years, allso sounds like a lot of the generic theme tunes used in british sitcoms in 60s 70s The Tune is now a standared and has been used in dozens of shows and films in the 50 or so years since it was composed.
It is just one of those tunes that sticks in your head, I looked it up on Imdb it has no credit on any British show.

As far as I can recall The Dating game was a US dating show kind of like an earlier version of our Blind Date.
The only comedy I can think of with June Whitfield and Reg Varney is Beggar My Neighbour Hi, OP.
Like you I recognise this tune and 'know' that it was used in late 60s early 70s as a signature tune - I just can't remember what programme it was.
